The Order of the Discalced Carmelites has a church with an annex building as a community house of the religious order that is leased to the company GERO VITALIA, in order to be used as a residence for the elderly and day center, being necessary the execution of works for its adaptation.

The purpose of the study is to analyze, from the urban status and constraints arising from the character of Cultural Interest (which define the building complex located in the Plaza of Spain No. 13-14 in Madrid), pronounce on the alleged impropriety of the administrative procedure carried out by the contractor GERO VITALIA SL for the processing of the necessary licenses to undertake the work which have led to a slowdown of the deadlines specified in the contract between the parties, generating an economic damage to the Order that would reach 560,000 € (2 years according to demand).
